This fun event takes place in downtown Coupeville. The program begins with a costume judging at 4:30pm followed by a parade at 4:45pm. And at the parade, the Central Whidbey fire and rescue will be giving out free flashlights to the first 100 kids 10 years and under. Expect more fun surprises too. Free to enter!
